Thanks Dave! That did the trick. Wasn't sure if the double declaration
would work, but it did.

There are two options in DOWNLOAD that may accomplish
what you want...
XML.ROOT.ATTRIBUTE will add information to the root tag
in the output file. This can be used, for example, to add
namespace information.
XML.VERSION will replace the default XML version element
with literal text entered as part of the DOWNLOAD command.
The literal text could contain multiple XML elements if that
is required by your application.

Is there a way to hard code a link to an xml-stylesheet after the doc
type declaration when downloading in XML format?
