[Download-List] Multi-Value fields

I am trying to process a file but I can't get download to do what I want !
The file has a couple of single-value attributes and a pair of associated
multi-value attributes (SHIFT & LETTER).
I would like to output the single value attributes followed by pairs of the
multi-value ones i.e. SHIFT # 1, LETTER # 1, SHIFT # 2, LETTER # 2 etc etc.
Is there a way I can get download to do this ?
