[Download-List] Double Quotes in LITERAL command

I would use the QUOTE function. My code would look something like this:
LINE = "!ODYSSEY_HMS, 1, 9, "
LINE := QUOTE("IDNUMBER")

How does one get the LITERAL command to insert a double quotation mark
around some text? (since the LITERAL command already uses double
quotation marks to delineate the character string...)

I'm doing a download to for a CBORD process in which one of the fields
require double quotation marks around it.

For example, I need to have a line that reads exactly as below:

!ODYSSEY_HMS, 1, 9, "IDNUMBER"

I've gotten everything else to come through correctly, with the
exception of the double quotation marks.
