[Download-List] Doctype declaration in DOWNLOAD

Try using the HTML.DOCTYPE phrase.  Something like the following:

DOWNLOAD PERSON LAST.NAME FIRST.NAME FORMAT HTML HTML.DOCTYPE "<!DOCTYPE
html>"
