[Download-List] Random - issue

Has anyone had a problem with download not running the second or third time
around?

The problem appears sometimes after we edit the paragraph and then try to
run it again.  It is very random.

The paragraph just refuses to get past the DOWNLOAD version.  It gets to
this point and just does not process anymore.  The only way we get the
paragraph to run again is to change the file name in the paragraph.  Once
we do that it will work again.  Sometimes the next time you edit it will
continue to work fine and then boom.  It stops working again.

Thoughts?
PS we are on version 7.01 still.
