It appears that what you want is more like a flat file than XML.

Here is one approach:
DOWNLOAD CUSTOMER \
   LITERAL '<idnumber>' @ID LITERAL '</idnumber>' \
   FORMAT FIXED \
   HEADING LITERAL '<?xml version="1.0"?>'  LINE 1 \
   LITERAL '<download>' LINE 2 \
   FOOTING LITERAL '</download>'

This would work for one or two fields, but would be fairly tedious
if you had lots of fields to produce.

If it can't be done (and it doesn't seem quite right to me) it's no

deal - the receiver is prepared to change their routines to accept the
filetags around each field.

Can you give us an abbreviated example of what you want to produce?

Here is some typical output:

Are you wanting this?  (I'm not sure how the recipient would process
this...)

  <idnumber>123</idnumber>
  <lastname>Brady</lastname>
  <firstname>Mike</firstname>

  <lastname>Jones</lastname>
