Why don't you download the file to a temp file name
and when download is done, copy it to the file name
that your ftp process wants.

DOWNLOAD .... FILE HOLD TEMP.FILE
COPY FROM HOLD TO HOLD TEMP.FILE,FILE.THAT.FTP.WANTS
