[Download-List] Uncompiled Field Errors

Periodically we receive errors in DOWNLOAD due to uncompiled fields.  We
CD the offending fields and DOWNLOAD happily goes about its business.
The strange part is sometimes the field becomes uncompiled again after
awhile.  INST.CEEB in the PERSON file seems to be particularly bad about
this.  Does anyone else have problems with fields becoming uncompiled?

We are using DOWNLOAD 7.11 and are R18 Unidata Combined.
