There's more than just a DOWNLOAD VOC pointer.  Look at the paragraph
that you ran to install DOWNLOAD the first time, or do:

: LIST VOC WITH @ID LIKE DOWNLOAD...

You'd probably have to create all of those, but I still recommend just
installing it directly into each account. :)
